MEETING MINUTES
September 30, 2009

Members Present: Al Berg, Jim Dunn, Peter Lacy, Glenn Gaudette, Marilynn Foley
Member Absent: Rick Bates
Also Present: George Balko, Town Moderator, Scott Carlson, Chairman W/S Advisory Board
George Balko called the Finance Committee Reorganizational Meeting to order at 7:03. New Finance Committee member, Bob Lavigne was introduced and welcomed. George called for nominations for Chairman, Vice Chairman and Clerk.
A motion by Marilynn, 2nd by Glenn to nominate Al for Chairman was voted unanimously.
A motion by Al, 2nd by Glenn to nominate Jim for Vice Chairman was voted unanimously.
A motion by Al, 2nd by Jim to nominate Marilynn for Clerk was voted unanimously.
George discussed items for the Special Town Meeting on Monday, October 5, 2009 with the Committee. George closed the reorganization meeting and left at 7:15.
Al called the meeting to order at 7:16.
The Committee discussed Article 2 for the Special Town meeting regarding the ECC site, to appropriate funds to do a site assessment and to look for a water source. The site has environmental challenges, is not owned by the Town and was not on CDM priority list for new water sources. A walk through was conducted in early September of the site, but he Committee did not receive any additional information for deliberation. The Committee also discussed the source of the funding from the W/S Stabilization Fund.
A motion by Glenn 2nd by Marilynn to take no action on Article 2 at the Special Town Meeting was voted unanimously. Al will make a presentation at the meeting.
The Committee discussed the new Town Manager Selection process. Rick Bates has been appointed to that Committee.
A motion by Paul 2nd by Glenn to accept the minutes of August 26, 2009 as presented was voted unanimously. (Abstained Jim, Don and Bob).
The Committee held a Question and Answer Training Session for new members. Al explained the budget process and passed out information.
The ATFC Annual Meeting is October 24, 2009. Let Al know by Wednesday, October 7, 2009 if you plan to attend.
The meeting adjourned at 8:55.
